I never had an issue with any of my GA they all activated it.though the humble bundle before the keys where easier to keep track of as the link would show what account it was activated on,now i have to check the winner to make sure it is on the account.
Level 1 is not much above no CV as level 1 just takes giving any game away that has CV.
In any case higher level just lowers the odds but you can still have issues,i make GA for everyone,groups,private/invite/CV this way i can give back to everyone in some form.
Wish though i could afford more games to GA i just like doing it as it makes me feel all warm and fuzzy inside or maybe that just the warm breeze

I live in a country where we don't know what a Easterbunny is, here in Italy Easter is the celebration of Jesus Christ only, yet we dye chicken eggs for some reason. Not that I care much about Easter or else...

I know the feeling... I made a lvl 2 giveaway, added the winner and he blocked me. Lol. Because apparently a person with lvl 132, non-private profile with 3000+ games is a bot... -__-
It made me quite bitter, so I just waited it out and after a day or so, and then he realized that he won the giveaway, unblocked me (I found out when visiting his profile again that I could add him, he still declined though lol) but finally added me a bit later. He even won 37 giveaways before that so he should at least check profiles out before clicking on 'block'. Sigh!
He just judged from my profile pic thinking I'm a bot ._. Oh well, he now knows to be more sure before clicking block!

No, definitely not. You see why I felt offended too? I'm lvl 132.. :P Most bots have private profiles and are lvl 0. They are definitely max lvl 5 if someone wants to pretend to 'not be a bot'.
Maybe your winner was just as lazy as my winner? Sooner or later he'll log on steamgifts and notice he won a game. Then he/she'll unblock you. You could even write an email to him/her explaining that he/she won a game and he/she should unblock you. If no answer, then make a request to support regarding rerolling for a new winner.

Not everyone does it, obviously. It's rare, never seen it before, hence why it caught me off-guard. I guess it's either risky or needs a better bot that not the casual wannabe steam phisher can make. Dunno, but I did see it once with my own eyes and since then I've been careful about everyone who sends me requests. I don't even delete their requests anymore, I collect them just to see how many I will manage to "collect"... 74 so far, but still going on!!! But the lag.. oh the lag when I turn on steam! Sometimes we have to ^^ I waited a week and had to reroll because my winner wasn't online since he entered my giveaway lol. And on steam not for 17 days (at the time the 7 days passed). Clicked on reroll and explained shortly, and less than 45 minutes later a new winner was selected ^^ Thankfully that person activated the game without an hour or so :D
