Highly doubt it, but there are portable chargers that can charge a smart phone at least once. (Sometimes even more than once)
They're rechargable of course.

No but I have heard you can charge iPhone using 4 wires and electric outlet. You need to connect 2 wires to your phone and 2 to your tongue. Then connect your phone wire to your tongue wire and the rest 2 that aren't connected anywhere (1 from phone and 1 from tongue) to electric outlet. Your phone should charge. Try it. :D

P.S. Of course, don't forget to tell somebody to call ambulance before you do that.
P.S.S. As much as I don't like Apple and iOS and it's policies it's still better than Windows Phone.

From iPhone to iPhone or most phone models, you can't do that.
You would just be draining the battery of both, which is detrimental to what you want.

You just need a simple Apple iCharge cable, $199 at any Apple Store, with the proper iAdapter at $99.

Install iOS7 - it also gives you water resistance.
