I don't care who developed a game as long as it looks fun. Though on a game-by-game basis I do pay extra attention to technical issues mentioned in reviews and discussions, as well as how / if the dev responds to users that have issues with their game.

For me, it's more that knowing a game is from a game developer I do like helps me confirm that I might enjoy a game, or in the case of a developer I don't like, maybe I won't like it. Generally, I just look at the game itself and base my want for a game off that.

Yes. Sometimes you find some nice hidden gems that way. Also every dev starts somewhere, and it's not always with a big hit.
Take From Software for example. Those guys were relatively obscure until Dark Souls happened, but by then they also had Otogi, Enchanted Arm(s) and the Armored Core series on their resume. Not break-out hits, but good solid titles all the same.

As far as I'm concerned, that's where the fun is. AAA games are all fun and giggles but the developers who are not even on your radar and get you good with some seemingly unassuming little game that sucks you in for hours and hours (for 20% of the price of a big hyped game that ends up disappointing)... they are the fun part of gaming.

I've actually been making a point of creating giveaways for games I love that most people haven't heard of. Part of the fun of SteamGifts is discovering new games to wishlist. :)

If you're trying to figure out whether giveaways for obscure indie games will get any entries, the answer is yes.
Not necessarily because people want to play the games, though. There are many people who just want to increase the size of their Steam library and/or farm trading cards.
