Well you could have done a private giveaway and pick the cv value and on private giveaways you can add your own. thats what i was trying to tell you in the other giveaway.

Do not submit CD-keys or Steam gifts that have regional restrictions, or those that require VPN activation or methods to bypass regional restrictions.

I don't think any mod would approval the rule to make a region restricted giveaway, even if it's private.
