Steam gives Coupons for games I already own?

Why does Steam gives coupons for games I already own?
I would be happier with coupons of games I don't already have.

Who wants:

  • Duke Nukem 3D 50% off
  • Serious Sam 3 -75% off

Valid through Hune 30th 2013.
