Yeah, Dynamic pricing is new optional feature for bundles on steam ( /bundle/xxx/ instead of /sub/xxx/ )
If dynamic pricing isn't used, you can't buy that bundle.

Time to try this out with some other things then.
Edit i suspect it's something that works with bigger name things only, no luck with the master Tale of Allynex collection or the master EXCeed collection (woudl be nice to get the OSTs in oe swoop)

Not arguing the quality of games and etc but seems decent if you want to upgrade or complete your collection if you own a lot of the stuff included in the bundle. This could be easily implemented for games with complete/GOTY editions etc.
