I can confirm it works, I got a copy of Civilization V: The Complete Edition and it activated in EU without any problems.

If anyone has a Kindle, they should change to US from it's settings too!

I never got the email about $10 but the credit was in my account.
If you need to check just start buying some shoes or something and it will give you a proper checkout where you can choose a payment method. if you have the credit it will be listed there.
