I can confirm it works, I got a copy of Civilization V: The Complete Edition and it activated in EU without any problems.

Getting the $10 works, but a lot of the games are out of stock. The $10 credit is supposed to last 90 days though, so hopefully there will be a chance to use it.

No, because you need to be a Prime member already to claim the $10. Thus you need money to verify Prime before getting the bonus.

I had trouble with address as well.
Try using google maps to find that address and then copy address exactly as it's shown in google maps.
That did the trick for me.

I never got the email about $10 but the credit was in my account.
If you need to check just start buying some shoes or something and it will give you a proper checkout where you can choose a payment method. if you have the credit it will be listed there.
