Well, this was underwhelming, to say the least. Top 20 spot on the wishlist of the entire community and barely a few hundred votes gave a fuck.

Let's play a little community game, shall we? You may call it Greed-o-Meter, if you wish. Or, if you are the rarer kind of SteamGifts user, call it Altruism 'R' Us.
It is a simple game.
I have one key (supposedly worldwide) for the recently released ReCore PC port. It is currently sitting on the prestigious 16th spot of the SteamGifts community wishlist, and had only two giveaways created for it (one pritave, one groups-only).
Normally, I would post the key in the form of a 4-week-long fully public L0 giveaway with some snarky comments about the user base around here.
Now, however, I am letting the community decide its fate in the form of a little poll. A poll combined with a reading comprehension exercise, meaning, the actual winner will be the one that had the second highest number of votes. (This setup should be familiar for Americans. :3)
The choices are the only ones posted in the poll. No other possibilities exist in this little game, no matter how much you want to voice your dissatisfaction. If you don't like the choices, you are free to spend the 17 bucks on a key you give away the way you choose to.
The rules for the disclosed SGT choice are as follows:
You have at least one multiple win infraction (you fail the "no multiple wins" rule) and one of these: community ban, VAC ban, or unactivated wins.
OR
Your number of won games to number of sent games ratio is over 500 (and not the other way around).
OR
You have fewer than 100 games on your Steam account, and none of them can be a game published or developed by Valve, nor a game in the battle royale genre.
OR
You have more than 10000 wishlisted items on Steam, including ReCore, which also has to be wishlisted before 2018-09-21.
OR
Your level is in the 6.65–6.67 range
OR
You own every single game published on Steam by Microsoft Studios but this one (24 in total).
As for the unsisclosed one, if it wins, it will remain hidden. There is an equal chance for it to be a lot harsher than the listed ruleset or have no restrictions at all beyond being an SGTools link. Its ambiguity is mandatory.
The poll runs until this Sunday (2018-10-21), the day I will create the decided giveaway.
