Is this site a scam?

I really hate this site. It's clearly fake, I never win and the community sucks.

Oh I also recently got hacked by the user PineappleswagaliciousYOLOD0lan. He gave me this link in chat: [obviousvirussteannpoweredclickorGTFO)(http://www.steamgifts.com/giveaway/y0H5X/la-noire-the-complete-edition) After clicking that I lost all of my inventory! It's obviously not my mistake, he said I'd get Batman Origins and 24 llamas for 3 ref if I clicked that link.

Oh yeah and steam is buggy and last sale sucked because all new games weren't 99% off.
