Once activated, it has no store page, but SteamDB says it's "Free on Demand" there.
It looks like it can be activated by anyone from here (but I'm not used to that).
If this holds true, then account linking from COH isn't used to obtain the licence, but only to automate the activation of a free game.

When using the COH website, you get a regular license (billing type: CD key). This adds 1 to the game count on the Steam profile for those who care.
When using the SteamDB install button, you get the removable Free on Demand license (no +1).

The tricky part is without a store page (and without tools like SteamDB or ASF), how is one supposed to freely grab that free-on-demand license ? I mean, there's no way to actually "demand" it, isn't it ?

Refunding is not always an option when certain conditions are met, making an attempt at removal idiotic. Especially games you've played. Especially games you've 100%ed.
That method you're linking to is a way that you manually request a removal, since your actual license list will display a chunk of games that do not qualify for removal automatically, but others will have that option. That is how I know which ones do or do not qualify. I don't give a flip how many games you've thrown away, as you're not impressing me with this at all, especially here.

Also why on earth would I want to impress you? I did the removal hundreds of times, it worked instantly, it never had a problem, and as a consequence I'm curious what kind of games are "not qualified for removal". But you focus on getting pissy instead.

I linked the page that shows step by step how can you remove any games or DLC from your library - to support my claim of "it's just a matter of seconds and a few clicks." that you disagreed with the trump argument of "No it isn't", thenbrought in game time that has nothing to do with removal of games license, but it does with refunds. Hence I asked if you're talking about refunds, because that is what can be refused on a case by case basis, and made impossible by having too much game time.

How exactly am I taking advantage of the site by removing the shovelware that I activated back in the day for cards, that I got from free promotions or bought from bundles? Every won game is activated on my account. I actively play my wins and make giveaways.
You haven't played a game you won, your last giveaways were 2 years ago, and you keep entering and winning games. It's not even a problem that you use the site this way, but please, don't project your insecurities on others.

You linked to a page that exaplained about something that's actually not the conventional way of removing games, to make a claim it's simple It's not. That section of Steam is for making requests of removals. There's no "trump argument". It's literally how it works on Steam. That is what I'm explaining to you.

Bruh, that was literally my point. You just happened to find a page that looks like it was easy, and actually misunderstanding about it's existence. It's not. The license page is virtually 1-click which is easier than that. But there is a catch, per Valve's policies. That page lets you know which ones you can safely remove. What you found is the nuclear option, an alternative for when you're going beyond Valve's policy, not a default method to remove games. This is not a page to take lightly.

I explained to you the license page is the page that can get you to remove a license. You do it with 1 click. A license is what you actually get for having the authority to download games that you own. The license is how you use the games, and removing the license is how you lose the games. It's not stated on where you were looking simply because that's an unspoken part of the business of what you're using that page for and how Steam works.
The trouble is that only some licenses do not qualify for removals, which was a large part of what complicates your attempt to remove the games. I brought it up because it has to do with Valve's policy and the way things work. In the way you said it, you weren't "just asking" in thinking I was confusing it with refunds since you brought it up. You were questioning me if I was confusing this for that. Whilst it goes hand in hand, no. It's not what I was talking about. I was directly addressing your claim to removing the games, which you do by removing your licenses. That page does not mention "refunds" either, so whatever you're trying to imply would not even register here.

The fact that this is a site where people participate in giveaways or start giveaways whether this includes shovelware or not would risk the potential of someone like yourself following the example of the practice of disposing such games won from here, when someone else could have won and kept it and therefore were disadvantaged by this practice. Such implication of you doing such a thing in practice makes you highly suspect yourself.
Plus, you're potentially throwing away a +1 to your profile for each of those games, disadvantaging yourself. That's foolish. The shovelware isn't something that's forced upon you. You got it, it's yours. Throwing it away while someone else might have been interested is just wasteful and irresponsible.

Even if there's no real human interaction involved, those help/support pages are built like any chatbot, and those help/support pages are hosted on help.steampowered.com, not on store.steampowered.com (with different login with browser).
Maybe I should have tried to be crystal clear and said "where on the store" instead of "where on Steam", but then it would have confused my own self because my account pages are not part of the store in my mind ¯\_(ツ)_/¯
