Free 2 Play and Pay 2 win are usually kept separate fairly well these days because it is such a heavy taboo in serious gaming. (There are still plenty of casual-friendly games that will let you buy your way to the top, but even most of those seem to be converting to skip-to-the-top, so top end players can still be on even footing.)
I haven't seen C+C yet, I also have access to one of these keys, but I would imagine it will not suffer from pay 2 win issues. We'll see if they can get any sort of MMO RTS right unlike the past.

Still, I haven't found a play4free game that I didn't feel ripped off for playing. Even if it is well-balanced, it has to compete with the fact that I own a lot of PC games already that don't annoy me with constant attempts to monetize.
