No, mark it as not received. Marking it as received will only give you trouble since it will be as if you had received but not activated and regifted, which is forbidden.

Per the FAQ: "Do not submit CD-keys or Steam gifts that have regional restrictions, or those that require VPN activation or methods to bypass regional restrictions."
Wait for 7 days, then mark as not received. After all, you didn't get the game you won.

As far as we know, all gifts from the "cheaper" regions are region-restricted until further notice. Do not expect this to change anytime soon.

A few days ago I won a giveaway. The creator has sent me the gift however, it is region restricted so I can't use it. Are there any rule about that? Should I just mark it as accepted and create another giveaway for those lucky people who live on those restricted areas?
