Hi dDenVill. Yeah if you buy it on Steam you'll need to add the winner, but be aware that there are regional price restrictions so you might not be able to deliver it if your currency is valued less than the winner. I always suggest making it region locked to your area due to that reason.
If you plan on buying it on a steam sale it's best to do it at the start of the sale and make sure the sale is running longer than 7 days because the winner has 7 days after the giveaway ends to claim it.

If so, I would say IndieGala, Fanatical, Humble Bundle, GreeManGaming, etc. are the legal stores for that.
On steam the price difference is not allowed to be more than 10% and that can differ per game.

ALL stores are legal. If not the authorities would go after them. The main difference between a legit retail store and a grey market site: legit retailers are authorized by developers/publishers and source their keys from them.
Grey market sites on the other hand are platforms for various key sellers where the source of their keys is unknown (picture Ebay for game keys). Main critique: some keys sold on grey market sites are bought with stolen credit card credentials. These criminal activities harm the developers/publishers as they don't get their money and have to pay for charge backs. This might not be a big problem for huge companies in the industry but has a severe impact on small indie studios.
Rule of thumb: if a store is listed on https://isthereanydeal.com/ it is viewed as a legit retail store.

A lot of the giveaways are from bundles from sites like Humble bundle and Fanatical. With Humble bundle you'll have to be wary of the regional restrictions, if there are any, on each game. If there is a regional restriction on a key, you can always just limit the giveaway to the proper regions.
If you want to giveaway specific games, you can use a site like gg.deals which tells you what the cheapest prices are across all stores. I wouldn't recommend using an unauthorized retailer/black market site for giveaways in case the key ends up having issues/being revoked.

I want to make a lot of giveaways, but don't know where to get the games ;D I have a lot of questions & no answers.
If I want to buy it in steam, will I have to add winner to friends and sent the gift? Is there any delay, like 7 days? What if winner from other region, will I be able to send him the game? In the past there was an opportunity to send gift to email, but no anymore.
How do people or black markets get keys for games? Also sometimes I see refund game keys, how to get it?
I wouldn't mind if you share some of your "dealer" sites...
