Contact support with proof you sent the gift. Them having the game in their library now helps you too!

They can mark it as received for you if the winner doesn't.

You should wait for 3 days and if he doesn't respond then go to your giveaways and click on Request New Winner, but he may as well be too busy to check his e-mail so you may want to wait a bit before doing that (One guy I sent a key to replied after 12 days and, unfortunately, by that time I had resent the key to a new winner, but, this guy turned out to be nice and said he was okay with it, so all's well that ends well)
