Levels only go up to 10, you're currently level 4.
User levels are determined by the value of giveaways you create, not by whatever level your steam account it.

You have to divide your steam lvl with 10 then add sum of the sum of the digits of won and sent games. Voila easy peasy system.

Same here....I am level 44 but I can't even enter the level 3 giveaways....:( But I think this is only for the regular users. My friend bought SteamGifts Premium 99.99$ and he says that he can enter all the giveaways ! This site sure is scam !!!!

No it's purely cosmetic. SteamGifts Premium just gives you shiny hats and makes your character fart colors. However, you don't get invited into the super secret AAA Game GA Groups or get the invite only links without those shiny hats and color farts.
Technically not pay to win, just a really horrible community that looks down on the lower echelon of people.
