Most often this is the case with recent bundle game.

Sometimes it is because of a decrease of a games base price on Steam. As CV here on Steamgifts is based on a game's base price on Steam, you CV will decrease (or increase in rare cases), if the price on Steam changes

1. Replica was bundeled jan 2 and your giveaway was created jan 3. I can't find the bundle on isthereanydeal, so if the date is just a mistake you will get the full CV back sometime.
2. You will still be entered for Lv 3 giveaways, on Giveaway > View Entered you can remove yourself from them and get the points back. I would stay in the longer running ones, because

Just to add to what has already been said: sometimes a game is added to the reduced CV or no CV lists a long time before the current date. Just a few days ago, a game was marked retroactively to five years ago. I also dropped from level 4 to level 3 recently when a bunch of games were added to those lists retroactively, so it's not too uncommon. :)

I have been sitting in the 9300s in CV for the past 3-400 CV worth of games sent, due to backdated bundling. You'll get used to it. ^__^
