+1 best car racing game on Steam. Also there is Speedrunners but it's not the typical car race game, it doesn't even have cars, but it's very very good too.

I quite like the Flatout games by Bugbear Entertainment (there is one that was not made by them, and it's generally considered to be one of the worst games on steam, though I guess the flood of asset flips might have made it lose its title).

I'm not sure what you call "average system requirements," but GRID autosport is amazing, as well as the older need for speeds (don't like the newer ones), especially Most Wanted (the first one).

Need for Speed Underground 2 and Most Wanted (the old one) are the 2 best I can think of, but they're so old you can't find them anywhere. EA has promised to put a selection of their best older games on Origin, and that includes these 2, but it's gonna take time. Until then...I dunna, NFS Undercover is pretty ok. If you want something with motorcycles and ATVs that's pure arcade and not a hardcore simulation, try Nail'd.

I wouldn't call it the best, but Street Racing Syndicate is pretty fun (sort of like a Need for Speed Underground knockoff) and its system requirements are very low due to its age. It's also been bundled a number of times so it can be obtained for very cheap, probably near-free after you account for its trading cards. Widescreen/high-res patch is on the bottom of page 1 of this thread.

DiRT Rally has been getting good reviews since its Early Access release in April. It's also one of the most graphically up to date. If you have the money, I'd say it might be worth a shot.
