Submit a ticket in the "Request Received Feedback" category, providing any proof (screenshots, etc) you can that you've delivered the key, he won the game from another giveaway, and has a copy activated in his account.
More than likely support will mark your GA received and give the other user a little vacation for the multi-win. Be patient, it may take a while for support to get to your ticket.

If he's seen the key and already activated the other copy he's won, and won't respond to your attempts at communication, there's a good chance he's sold/traded the key to someone else.
You've tried adding him on Steam. Have you tried leaving a message on one of his old giveaways to contact him? I may have falsely assumed you've already exhausted that route of communication or misread your original post.
EDIT: Or is your concern that Support hasn't replied to your reroll ticket yet?

Well, I once requested a reroll and got a fast reply from support. Thought it would be same this time. Tried to add him just today, but now it just shows error. I´ll try that option you suggest.
My concern was more about what to do, as this is the first time this is happening. Thank you for the fast reply.

Oh, my apologies then - I clearly misunderstood you and thought you were concerned the winner took your key and ran after already winning the game from someone else.
Just give support a little time. They might be backed up with tickets right now, especially if they're not getting to rerolls right away. :)

Response time can vary a lot depending on the volume of requests and our respective availabilities at a given time.
You should not bump or recreate your tickets as this just pushes them further in the queue. Eventually we'll get to your ticket.

6 days ago ended my giveaway of Go! Go! Nippon! My First Trip to Japan and as usual I checked the profile of the winner. He didn´t have the game so I sent him the key. 2 day later I was still awaiting feedback, though he was already online So I checked the games he won and see he won the same game one day before mine ended and activated that one. I instantly created a ticket, but the days passed and I got no answer. Ok ,maybe they didn´t see my ticket and I closed it. So I created a new one and again got no answer. Maybe by creating this discussion one from support sees my problem and can help me. I know he didn´t giveaway the game on here, tried to add him as friend to ask him if he did anything with it but only get error message.
