Oops nvm I guess. Steam is treating me as "logging in from a new device" - perhaps because this opened trade in Google browser instead of in Steam? - and not letting me submit a trade request from there for 7 days (!). Ah well, thanks anyway, appreciate your generous offer.

I had the same problem once, but managed to send a trade offer.
Open steam browser while you launch a game, and then copy&paste the tradeoffer link to address bar. It should work :)

Thanks to you both for the advice and the patience. That last method sounded good but I tried it and every time as I tried to confirm the contents it would quit out of Steam entirely (!) Am hoping I don't have bigger problems... Anyway here's my trade link, if the emote is still available and this works, that would be great:
