Maybe you have someone on your friend list who is Russian, and owns the base game? Why not surprise them, and spread some Steamy love :D

Maybe you can do it if you create a private/group giveaway and you specify in the rules that to entry they must be from Russia. When the winner is drawn you should check if he is actually from Russia and if he's not you can ask an admin for a reroll.
