Can someone take a look at this and explain how the downloads work..

Does that mean when I purchase it will give me a file to download from Amazon, or can I activate all of that in Steam? I know it says for Civ 4 and Stronghold they're online game codes. But then for Gods and Kings it says "This expansion pack is installed through the Steam client and requires the original base game to be activated via Steam." Game of the Year edition however makes no mention of Steam and only says "After purchase, this item is stored and can be downloaded again from Your Games Library" referring to their own game library?
The deal is too good to pass up, but I'm confused a bit.
Edit: Alright it's confirmed to unlock on Steam. Only problem now is making an Amazon purchase with PayPal funds since they don't accept it. Any ideas?
