From the Steam perspective, Georgia, like Ukraine, is part of the CIS, which is not so politically and factually, but they are still (relatively) poor countries, so there is no point in adding them separately in some other region. This does more harm than good, but it is what it is.

Lately I've noticed that Georgia keeps popping up in a lot of giveaways intended only for people from the European Union regions.
For many developers/publishers, for some reason, Georgia is still part of the CIS, which is why it is almost always included only in RU+CIS subs. It means that almost all EU keys won't activate in Georgia.
So, why people keep doing it?
