If you or your brothers are downloading torrents, turn them off or heavily limit the number of incoming and outgoing connections they allow.

There's a few things I would clarify.

1. The Internet never lags, only your connection to it. That is handled by the ISP(Internet Service Provider).
2. Ask your idiot brother to read a book about Internet for dummies or something like that.
3. Is your quoted part of "...and they reported me for scamming?" a question?
4. What account do you mean?

Easy, install stealth applications to control their computer, when you feel lagging login in your pc and check what are they doing on their pcs and proceed

At least on ADSL the heavy uploading will make other traffic lag. If so you should use some sort of upload limiter.

• Put a download limit on steam, it tends to suck up all the bandwidth.
