South Park RU/CIS only needs activation?

Anyone knows for sure if RU/CIS version of South Park only needs to be activated in RU/CIS region or it needs RU/CIS IP for playing as well? Some games just needs an activation and then they're good to go, but some needs to played from RU IP as well.
I really want this game, but I can afford it for 40euros/60$, but I love south park, so i'd wish to have legit version of it..

Need to be in Russia. Unless it's it's ROW copy bought using a exploit, then only activation.

Is there any way of knowing if its exploited RU version or regular? I seen some people selling it for 8 keys.

You need to check the SubID of that inventory copy to be sure. The red text most likely indicates the presence of the "cross region gifting" lock.

There are browser plugins that can do that. I'm using Steam Web Tools, but there are most likely other methods, too.
