So I have a friend who made some giveaways, he gave away a few games in which was marked with only 1 * which means he should have got some CV. by time the giveaways ended the games received by people didn't give him any CV because, during the raffle time the game CV value was changed to 0 value. My friend gave 1 game away and after finding out about the 0 CV value he decided to remove the keys from the rest of his giveaways and he will no longer give the games away. Steamgift staff said he will have to receive did not receive games feedback. is this a serious thing How bad will this effect him and what are the consequences?

Yeah, that's a pretty serious thing. When you create a giveaway, you're expected to deliver the win. You don't get to decide you don't want to simply because the game doesn't give CV. Your friend could catch hell from support for making "fake giveaways (aka giveaways he didn't intend to deliver)." Enough of those, and he won't be welcomed back to the site, if you catch my meaning.

no, its done on game which have been given away foir free or practicaslly pennies. it prevnts people for trying to game the system for getting more CV for a game they got foir $0.02

It's done this way to prevent people from exploiting free games for CV. Since a person has to oversee the process of determining whether or not a game should be added to the "freebie" or "bundled" lists, it has to be done retroactively.

TLDR: If your friend is after CV, he should stop giving away games he picked up as freebies.

No, not at all. If some GAs failed to deliver those precious CV points, that could only mean that games were already free by the time your friend created those giveaways.
