Actually, no. It notifies about a potential issue some might run in to with games on Steam, makes us aware that things like occur, and also suggests we check CD keys for all games we own / buy when we buy them to prevent later problems. Pretty informative thread. Also, there's nothing wrong with people complaining about technical issues on the forum - maybe someone else has a fix, which again would further inform anyone reading it.

I understand your problem, I too am having the same issue with Fallout 3. The only thing you can do right now is wait for Bethesda to provide CD keys to Vavle which would not take long in my opinion.

Ahhhhh shit, I bought FO3 GOTY for my brother in the GetGames 2 for 15 sale and I literally gave him the key like four hours ago. Bad timing or what! I'll have to let him know, thanks for making this thread or I'd never have worked it out when he inevitably complains to me tomorrow haha.

I'm guessing if it was a key from GetGames rather than a tradeable copy purchased from Steam, you should be ok. It's the serial keys themselves which Steam appears to have run out of :)

I won a gift today , Fallout 3 , not GOTY, I installed it, I had some issues , the game crashed everytime I pressed play but I solved it, no "We have recently ran out of CD keys for this product. As soon as we receive more from the publisher a key will be granted to new owners." problem and now the game works and it's awesome. Hope you solve your problem man.

I have Fallout 3 Goty for quite some time. It was sitting in my backlog and laughing at me, so I decide to install it and play it. I've pretty small HDD Drive, so I uninstalled rest of games, downloaded Fallout and all mods I wanted. Waited for it to installed. Finally clicked PLAY. Wait what? "Failed to Contact Key Server"? Ok, some error, restart Steam, it always help. Nothing. Hmm, maybe my internet connection is broken? No, works fine. Oooh, Steam server is shut down. Checked another games. No, I can access others CD-Keys. Quick googling: "We have recently ran out of CD keys for this product. As soon as we receive more from the publisher a key will be granted to new owners." WTF? Why you sell game, for which you don't have keys?! And why you did't reserve keys for previous orders?! So what happen, when you bought a game, Steam ran out of keys and can't get new ones (like it sometimes happen for legal issues)? So you can't play a game for you pay?! I guess I will now download keys for every game I buy, just in case.
TL:DR. Just download Steam keys for your games. You thank me later.
