Steam don't believe in 'international friendship'?remind why can't I gift games to friends abroad?;(

Sadly, because steam's love for money trumps your international friendship. Valve runs the show so that means that your friendship must suffer for their greed. P.S. I do not agree with this at all, i think friendships trump the love for money, and if i was running the show i would let you do that no question

You can't gift games to friends abroad because thanks to uncle Putin Russian currency got to all-time-low, giving publishers and Valve an excuse to kill "I give you $10, you give me $50 game" trading between normal and expensive regions.
