Your library, which you paid your hard earned money for while he blew his on other shit. You let him taste Steam, let him get his own account and buy the stuff like you did, if he wants it THAT bad. Hell, even throw in a spare key from a bundle if you have one lying around to a game you don't want; I have several that I have done giveaways on and a few more that need to be given away. Even point him to steamgifts where he can try to win games, if he still wants to freeload.
Your account. Period. Not his. Your ass/account on the line if he manages to screw up and get you in trouble somehow (because he doesn't exactly sound responsible). Your account, your money, your games, your rules. You are being nice and some people, you be just a little too nice and they will abuse that and take advantage of that. Steam is free. There are MANY FTP games on there and with all the sales they always have (as well as bundles on diff sites and sales for steam keys on diff sites), you can get semi-decent games for under $5 sometimes. If he can't set aside even that much to get a game for steam....he's a loser.

You said it really helped, but apparently you've shared your stuff with him, anyway. Like I said, if he's not a true friend, don't share. If he is, don't be difficult about sharing stuff (like some here apparently think is the way to go - be a possessive dick about anything you own), unless you're trying to teach him a lesson about financial responsibility.
Also, is he or isn't he a rich kid now? Does he have enough cash to buy games for himself, or not?
