I give preference to Level 4+ with good positive CV ratio and never VAC banned.
EDIT2: if you farmed CV with a lot of Dollar Viva Bundle, Dollar Jumbo Bundle, RPG Maker or Click Team Fusion 2.5 Bundle (more than 2), probably will not fit in my requirements.
