Looks like its just one of Humble Bundle regionlocked examples. Contact the giveaway creator and try to deal with him about that.

Since that gifter's other GA is region locked, maybe he just forgot to make Hospital Tycoon region locked as well. In that case a reroll won't do - he needs to give you a RoW key / the GA needs to be deleted (if you agree) / just mark as not recieved after 7 days.

So, I won a giveway at http://www.steamgifts.com/giveaway/VWJWD/hospital-tycoon and it turns out i can't redeem it in my country.
It says "Sorry, but the following items are not available for purchase in this country. Your purchase has been canceled".
Should it not say in the giveway page that it's region locked or something?
What do I do with it now?
