Well would help if you said what country you are in as people in your country may be able to help.
But if you have a Bank Account you Should be able to just do a Bank transfer to paypal OK some Banks Charge But you can move money to steam you should be able to move Money to Paypal.

Debit cards also work fine. There are some virtual credit cards that work for PP, but they are actively trying to prevent that so they might stop working at any moment.

I guess PP activation is different for different countries? I activated by confirming how many cents they transferred into my bank account after I linked it.

It would definitely help to know which country you're in, many virtual cc that I know of are very limited to certain countries like EU-only or EAA whatever they call it.
