1) Is it possible to have audio from different programs play from different sides of my headset? For example, Windows Media Player playing music in my left ear and Steam Music Player playing in my right.

2) Is there a way to bind my mouse to keyboard keys? For example, make it so I can move the mouse cursor around with "IJKL." "I" would make the cursor go up, "J" - Left, "K" - Down, and "L" - Right.

There is a free program called Glovepie that is primarily designed to pair bluetooth devices to your PC, but can also be used for scripting hotkeys.

It's very easy to script in, and pretty fun too. I wrote scripts to use my wii remote+ as a mouse cursor, and to use my classic controller for games.

Do you know how to make my script work for First Person Shooters? I tried it with csgo and the mouse went all over the place.

Try adjusting sensitivity I think. No, this sort of thing will not get you banned. If you start making B-hop scripts, I can't make any promises.

EDIT I think there are virtual cursor settings for some games, I have troubles with it in Fallout NV. Never have figured that out.

Q1: Yes. Run the audio in different programs concurrently, setting the volume/balance to 100% in the ear in which you want the program to play.

I couldn't find the exact solution you wanted, the best I could think of would be having two different sets of earbuds plugged at the same time, plugging one side from each and then making the inputs from each different. Ex: Making Skype have input on earbud 1 and VLC on earbud 2, and wear one of each simultaneously.
    That would, however, affect the sound drastically seeing as each side of an earbud set or headset has slight different outcomes than the other on purpose. One focuses on vocals whilst the other on instrumentals, for example.
