If i use VPN to activate a game can i get ban or something?

Technically yes, it's forbidden and mentioned in Steam TOS. But I've seen plenty of people do it and not get banned. There's always that risk.

Yes, it's against Steam terms of service like Skylark said, I'm not sure the severity of the ban (lifetime ban or less) and how easy you are caught since he also mentioned that some people still keep playing, however I won't advice it... too much to lose!

Steam already stores your IP/region

Yes, and also with gifts you need VPN to play that game, so better don't do this, not worth the risk.

Atm you can no longer activate games via VPN ;) Now your account is bound to region you registered in, and if you're let's say in UK, if you log in with Russian VPN your account will still be UK account and you won't be able to activate russian restricted game.

Yes you can get banned.
I once activated a Russian gift on my alt account and nothing happened tho.
