Just played If Found and it's a bit of a trip to the dark side but a great one.
And honestly, the gameplay is the coolest I have seen in a visual novel. It keeps you engaged and connected with the story instead of just clicking through.

Frankly, hated that sequence, it needs a trigger warning. I was basically replacing a mother for my tiny niece back when the game was released, and they just went ahead and showed me a scenario of an absolute horror. I mean, I'm fine with any kind of on-screen gore, but this? Also, they are really weird about the subject of guilt. Frankly, any sane person would kill themselves after something like that, but the mother is somehow not responsible, seriously?

The House in Fata Morgana would be my number one recommendation.
I'd say it has the most impactful storyline I've experienced in a game. And it has plenty of sad moments.

Thanks, it's probably time for me to stop ignoring everything anime and finally admit that good stories may actually exist among the pile of the cringe and the phony (I absolutely loved OPUS: Echo of Starsong, after all). I think I'll give this one a try. BTW, what about the second game? Did you enjoy it as much as the first one?

I think there's supposed to be a spinoff game that was released recently. I think it uses the same characters but the story is supposed to be different.

+42. The game is long, and has some odd pacing, but it also has many unforgettable dramatic scenes, and an incredible soundtrack. "Impactful" is a very very appropriate word. The best game I played this year so far (and I played about 40 of them).

So many really awesome games in this thread, I'm going to follow it. I think I'll add OPUS series to the list of recommendations: while the first two games (The Day We Found Earth and Rocket of Whispers) are both warm and sad, but still are ordinary good games, last year's Echo of Starsong is a full-scale masterpiece and is a must-play for anyone who's into emotional and well-written stories. And I can promise you a nice cathartic cry in the end.
Also, just reminding that To The Moon is only the first part in the series: several tiny games and two big ones were released later.

Ah, I see. Yeah, it has that rare large but almost inner city forest. I lived right next to that as a kid. My current hometown is about halfway on your trip home. A bit smaller but still nice here.

Sorry for the long list, this is actually pretty cut down as I love games that make me feel so I can pretend I'm human. Might be a few that are a little off the mark so I apologise, but hopefully you can find something interesting.
A Mortician's Tale is death positive and therefore not so upsetting but there's always an air of sadness reading through the emails from the deceased's relatives. Might depend on your outlook on life.
Dagon is more dark than sad but may still qualify. Really enjoyed my time with that as I'm partial to Lovecraft. It's also free and short so worth trying out.
Death Stranding definitely has its emotional moments but it's not a game I can recommend easily. I adore it but it's by no means for everyone.
Draugen had a mixed reception with I fully understand but I found it to be gorgeous and creative with its melancholy.
Everybody's Gone to the Rapture is another very difficult to recommend gem that stole my heart. I guess it's open to interpretation how sad it actually is but to me it was bittersweet, provocative and haunting.
How Fish is Made is freaky as heck, free and deliciously dark. More sad in an existential crisis kind of way but I have to mention it as it's rarely discussed.
missed messages. is a great, free visual novel that can get very sad, very quickly. Also quite uplifting and cute depending on your path.
Ori and the Will of the Wisps (with the original for context) absolutely had me pausing to collect myself. It will forever be intertwined with memories of a tough time outside of gaming for me but I'm confident people would find it quite emotional. On a side note, I didn't realise the original is only Β£4, that's incredibly good value!
The Suicide of Rachel Foster is slightly spooky though without danger. A lot of dark themes that aren't explored quite as well as they could be but I did very much enjoy the tale. On sale at the moment too.
What Remains of Edith Finch is top notch emotive gaming for me, really dragging out the hope and love from some pretty grim stories. I just love this game and it has to be in my recommendations.
You Will (Not) Remain is another free and very short narrative-focused title with some touchy topics. More abstract than most on this list.
