him keeping the gift in his inventory without contacting creator and marking not received will get him banned. Missuse of GA feedback.
He should first of all return locked gift and demand ROW copy. Only if GA creator refuse to give ROW copy he can mark, not without even contacting him and with keeping gift for himself.

I think so too but I still have the region blocked copy what should I do with it?

read both my comments. Return copy to GA creator. Demand ROW copy. If you don't get it in few days or he refuses straight away - then mark as not received. Untuil then just unmark it from received status.
After all it's not only him, but both of you screwed up. Under normal circumstances - you refusing gift and demanding ROW one - he would have still few days to provide it to you until getting negative feedback.

nothing would have happened if you'd read the rules. For example why are you asking only now - over 3 weeks after winning it - while rues say you must activate all your wins on your account immediatelly after receiving them?
if he refuses to take it back and/or blocks you on Steam - unmark from received, but don't mark as not received and write a ticket to support. Wait for reply - so you don't get banned by accident.
Also as we're speaking about not activating won gifts - you told us about one being region locked - then why do you have 3 of your wins not activated on your account? It's suspendable as well.

yeah I think you mean Painkiller Overdose it was also region locked and I thought I can't do anything about it so I gave Painkiller Overdose on this site away to someone who doesn't have this region lock problem. But now I won another region locked game and I thought I could ask in discussions if I can do anything about it. what are the other 2 not activated games?

You might want to read the FAQ a couple of times before entering another GA. Might prevent you from stuffing up this bad.

you should deal with such an issues in 7days window. Now it's kinda unfair from your part towards GA creator, but nonetheless - contact him, explain situation and unmark gift from "receicved" as marking "received" when not activating will get you suspended.
Just as you didn't contact him immediatelly don't mark "not received" straight forward. Return gift to him and ask for ROW copy. If he refuses or no contact with him for let's say 7 days - only then mark as "not received".
