giving a package that gives more than base game is never an issue, now giving just the base game when you create a GA for a package is a problem.
you can create a ticket for support to add game to list to see if they can add that specific package so you can give it away.

Next time just provide full url to that version instead of the base... https://store.steampowered.com/sub/916171/
But you can ask the support to add this game to the list and in 1-2days it should be added. (of course give them the info, like this url...)
Note: some say it might take a long time for support to add so your time may vary...

disclaimer : i'm not a steamgifts lawyer.
as long as your key includes at least whatever the giveaway is for, then you're good. for example, you have a key for wolfenstein 2 digital deluxe, you could technically do a giveaway just for the base game and be fine. it doesn't work the other way around though. you can't do a giveaway for a deluxe version, then give the winner a key for only the base game. that being said, it's generally best to make your giveaways as accurate as possible.
i'm not familiar with riders republic or its different editions, but giving it a quick look, i'm 99% sure you'll be fine making a giveaway for the base game.

Hi, thank you for the answer! I think that I get it, so like the example you mentioned, in my case it would be Riders Republic. HOWEVER, I have the idea of giving away the Skate Edition version, so I should consider the normal version that appears there in SG.
So one last question would be: if I choose to raffle off the version with DLC, later on SG will be able to add it to the list and then re-analyze the raffle points?

No, they will not reanalyze closed GAs.
Too much effort for niche cases.
Plus it would have to be proven that the winner received the exact version including DLCs etc.
If you want to have the full value then file a support ticket to have the exact game version added.
Could take months or even years though and by that time it may have been given away for free or heavily discounted so your GA would end up being worthless.

You can always make a giveaway under the base game, as long as what you give away includes the base game. It is never a problem to give away more than what you promised.
The disadvantage is that you may receive less CV.
The advantage is that it limits entries to people who do not own the game.
(When you make a giveaway under a package, owners of any part of the package (including the base game) can typically enter, making re-rolls much more common. Of course you can say "please do not enter if you own the base game" but that only works if people read).
