Yeah on the preview though you couldn't see the gamebillet brackets, so just glancing down the list, I was expecting news about something they'd done.

GameBillet is a licensed key seller, not a reseller, if that is what you mean. They are an Estonian company who operate the shop through Ireland, so the shadiest thing about them is using tax havens, but pretty much all stores do that (even GOG used Cyprus as an offshore location up until recently).

Most international stores do. They would indicate on the game page or at the checkout process if a key is region-specific.

E: Actually you may be right, just noticed the "OƜ" at the bottom of their site, used in Estonia for private companies.

Yeah the company is registered in Estonia, but the board member is not Estonian and from the looks of it the address given is a dummy address (they don't actually operate from that address).

I have bought one game from them and it worked very well. I was also surprised at the variety of payment methods they offer, even very country-specific ones.
They also are featured on ITAD, which many regard as a legitimacy stamp
