For what it's worth, I concur partially. Not a fan of forcing a description though.
Perhaps some compulsory check boxes, similar to the giveaway scope, would do the trick:
Delivery
[ ] Steam Gift [ ] Steam Key
It would be consistent and actually make new users think whether they've got the right idea or not.

Well, if you would have it like this, new users could understand this as "How would you like to have your game delivered".
You have to consider, that those new users who make fake giveaways don't even read the FAQ, so they won't care about those checkboxes either.

Well then, how about making the wording unambiguous?
"I am going to give away the following game:"
Drop down
"I want to give this game to:"
[ ] everyone [ ] group [ ] invite only
"I will give the game to the winner as:"
[ ] steam gift [ ] steam key via chat or mail
Essentially what your saying is the wording on the site is not clear enough. So, it should be made clearer.
Edit: and if all else fails, another checkbox on the giveaway confirmation screen.
"I declare that I have a giftable copy of, or a new steam key for this game, and the intention to give this to the winner of my giveaway."
If nothing else, that should stop people who don't know what they're doing. If someone actually wants to create a fake giveaway, none of this will help.

Most of my public giveaways don't have descriptions. If you start implementing minimum character count, I won't make public giveaways anymore.

I support this. There is always something for creator to say - is game gift or key, will it be delivered by mail or through Steam directly.
On topic of avoiding "calling out", it will also be a good idea to disable comments if description was not set.

Seems like it wouldn't make any difference. If a person is going to post up a giveaway and leave the comment blank, if they end up being required to put text in that box they're probably just going to write in something pointless like an emoticon or something.

I'm only really annoyed about it when it's something like a Humble Bundle and nothing even indicates if it is BTA or not so you have no idea what games it comes with even if you go look it up. And also stuff like Magicka collection where the creator says if they are cool with people who have base game and no DLC entering or not.
Otherwise, just would be nice to know if I should be expecting an email or a friend request.

Ok, but he was attempting to use your defination not his own, and even in your example this is people being dicks and breaking the rules, not people being justified in doing so because the (potentially reverse-)gifter didn't type anything and therefore was asking for it. your premise has no sense.
If you got your wish and there were forced descriptions even the "fake" would have them.
this would accomplish nothing if enacted, blames the "victim(who maybe id it wrong)"(and simultaneously justifying potentially harassing new users off the site) not the rule breaker calling them out, and worst of all it would be mildly annoying to everybody involved(which may even effect me at some point!).
Besides....RE: Calling out fake giveaways:
if you're right basically no effect. the (non)gifter usually doesn't come back to check comments, most entrants don't read them either, those who do can see just as well as you if theres something to suspect, and you didn't enter anyway so no risk of your points.
if you're wrong some new user gifting high quality may be offended or get the wrong impression of this community and go somewhere else as a result, or decide based off that experience to not send to the winner, or never gift again, or if they do they may be more hesitant do do so, possibly sticking solely to groups in the future(groups you aren't in).
wheres the up side to this? how do you "win"? even given that you will probably be more often right than wrong and that often even when you're wrong the gifter will just shrug it off anyway with no effect, it never works out to any gain and still carries the risk of loss.

Seems like a nonproblem to me. Would either create an influx of spam descriptions and/or forced generic messages that wouldn't make a fake giveaway any less fake.
I think people should just qq moar if their virtual internet points which regenerate are that dear to them.

Right now, people who create GA can have the choice to not post anything in the giveaway.
So, some members, especially new ones, leave an empty description and people assume it's fake even though it may not be.
This way, the gifters would have to say something about their giveaway. And if it is real, I'm sure it would be something like "I have this game", "Steam key", "Steam gift". This would stop people from calling out. Even if it is in Russian, German, French, Korean, Japanese, Chinese, someone would translate it.
Usually it's the lack of information which causes people to think a GA is fake.
