You can't buy the international version if you already have the RHCP, it will show you already own it in the store. It's not 'CIS version', it is actually Russia, Hungary, Czech, Poland, Estonia, Latvia, Lithuania version. It's breaking quite a few European laws to even have a version like that, no idea how Bethesda got away with it.

Sorry I don't remember why tbh, I have removed you from my BL. Back to the problem, I can still buy the Standard version on Steam Store. Like I said, Steam doesn'r recognize that I own the game. Wish Steam doesn't allow me to activate it at least.

Responsibility for providing the correct version of a game is strictly on the GA creator. So long as the winner can validate that their copy was received from the GA creator (for example, by screenshotting their license activation list with its associated activation dates) the winner won't have any responsibility for purchasing a new version of the game. (Conversely, in some cases the GA creator may actually be obligated to to provide a new copy of the game.)
If you activate a game and it's not showing as owned, then it's due to a glitch or due to the GA creator providing the wrong license (and some games do have entirely different license versions, on top of having different packages for each license). (DLC ownership of course is a seperate matter, as that never shows ownership correctly, but also doesn't inherently set off any ownership issues as far as SG.)

4 pieces of DLC show as not activated, but I don't know if that matters for entering sgtools rule protected giveaways. I would guess it doesn't matter since there are so many issues with DLC.
Edit: The DLC wins that appear as unactivated definitely don't have an affect since I have some from 2015 and 2019 and have never been locked out of protected sgtools giveaways. There are so many issues with the Steam API not reporting owned DLC that it would cause a lot of issues for almost everyone if those counted.

I want to say that DLC in your library never shows up on Steamgifts – which is also the reason why you could technically enter a giveaway for a DLC that you already have, so you have to be extra careful with DLC giveaways!

SGTools is going to operate somewhat differently than SG itself is, due to the fact that SGT checks against the User API, rather than the Developer API (which is why SGT requires you to be logged in to community to use it, unlike SG). So when SGT notes that some DLCs don't show ownership correctly, they're presumably talking more (DLCs linked to other DLCs) or (the standalone expansion configuration a small number of older Steam games have) and similar setups that completely glitch out the API, not the standard DLC ownership detection issue SG encounters.

Going off what I noted above, SGT can freely check against DLC ownership for things like SGT filters. The exceptions it needs to set against that (ie, the number of DLCs with weird quirks) should be relatively few. Thus, working off the fact that it should be a rare occurance, we can determine that the Dishonored DLCs showing up in SGT's Non-Activated detections list is actually likely to be an outcome of the quirk of how this version of Dishonored activated.
(Side-note, knsys (SGT's developer) is extremely friendly and responsive, so anyone looking for clearer or more reliable answers on anything SGT related is recommended to confirm such matters with him directly through the associated thread on SG.)
On the other hand, the fact that it's in the collapsed/hidden list for that section on SGT means that it's already been flagged as an exception on SGT, meaning you're guaranteed not to have any problems with those DLCs on SGT. That is to say, Games and DLCs that haven't been marked as having known issues wouldn't be in the respective collapsed sections, but visible immediately upon loading the page. Those're the ones you'd have to worry about as far as being blocked on SGT filters.

That's interesting, I didn't know there was more than one Steam API.
As for sgtools, I know there are games that are in their own section listed as "well-known false positives" that will not count against people, but I figured all DLC is just ignored because of how many issues there are. I don't recall ever seeing unactivated DLC listed in a non collapsed list.

Steam support is not going to bother. Try opening a ticket on SG, but probably your best bet would be to ask the winner to delete the game, since it's the wrong game he was giving away. If you allow it, there shouldn't be any trouble.

I might be wrong, but situation could maybe be resolved by staff adding that one more Steam package to the SG database, and changing the game given away to that packge (since I can't find RHCP version in list of games available in https://www.steamgifts.com/giveaways/new).
Problems may arise due to it not having a price in dollars, and maybe therefore giving 0CV. Who knows.

I just realized a game I won (Dishonored to be specific) is a region-lock game. Somehow Steam still allows me to activate it and it will appear on Steam Library as Dishonored RHCP. Dishonored RHCP is for the CIS region, and it's different from the standard version, therefore Steam and even Steamgifts still think I don't own it.
What should I do now? Because I don't want to get flagged as not activate my wins. Thanks!
