I won a giveaway for binding of issac, and got the message: "This is a restricted gift which can only be redeemed in these countries: Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama, Bahamas, Ecuador, Colombia, Venezuela, Peru, Chile, Uruguay, Paraguay, Argentina, Bolivia, Guyana, Suriname, Brazil, Mexico"

So, do I decline the trade and list it as recieved since the guy did send it?

This isnt true, he wont get banned for not activating it, if he marked "received". What you want to say is that he will get a "suspension", this is a different thing.

Banned and suspended are used interchangeably here. Banned doesn't necessarily mean permanently.

if he won a game and its not on his library, yes, he can be banned. read the rules

No, decline it/give it back and mark it not received, since you can't activate it and if you mark it received, then you're the one that will get suspended.

Nope, you should mark it as NOT received, because you didn't receive the gift.

In fact, giving away region locked games in SG is not allowed.

After Steam's change of policy regarding region locking, it'll be much more difficult for people from these parts and others to give away games here... :/

You should mark it not received if you got it from a public giveaway, it's against the rules to create a public giveaway for region restricted gifts. Whether or not you accept it I don't really know, you should probably let them know about the rule.

The button is called "received" and you must activate your wins...so dont just hit it, cause you want to be the nice guy...it will get you a suspension, 'cause you didnt activated a giveaway that you've won.
And giving away region locked games is against the rules..ask the creator that he send you a ROW key/gift... problem solved. :)

One point less to Steam. I could be in the other side, you buy a gift but you can't give it because "You are from a third country". That's why I can't give gifts from steam, only keys from other places :S. A couple of months ago I bought the Valve Complete Collection, and I got HL2 Ep1 as a spare gift. I wanted to give it here, but there was a big sign that said: "This is a restricted gift which can only be redeemed in these countries: Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama, Bahamas, Ecuador, Colombia, Venezuela, Peru, Chile, Uruguay, Paraguay, Argentina, Bolivia, Guyana, Suriname, Brazil, Mexico", and I was like OH SHIT, so I can't give it here, and I can't trade it too...

So, it has that sign visible to even the person who bought it, even if they are in the supported country(IE Mexico)?

At lest to me, it showed. I'm not going to defend him, but you can't know if the other can't activate it. That's why is the rule for. But it's kinda unfair. I would understand if you bought a key from another platform or webpage, but even the steam store sells region locked games just because you live in South America or something like that :S.

Oh, I know. I don't think it's fair either. I see why steamgifts doesn't allow locked games obviously. It's just stupid that steam region locks. Do they even notify you BEFORE you bought the game that it will be region locked? Also, what happens to gifts that have been in your inventory? Do those get locked too, or only newly purchased games?

I'm assuming bundle codes aren't region locked though right?

Well, you can still trade the game to someone who lives in one of those countries for another game at least. o_O

It's better than nothing, I guess. :(

I think we all knew that region locked games were going to come to Steam eventually, we just didn't want to believe it. :(

I just don't understand how it works to be honest :/ So, are all games from steam region locked so that only certain countries can play a game purchased from a North American account?

I don't think that all have region lock. Only the ones in "third countries". At least that is what I see, here in Steamgifts a lot of people give steam gifts, probably from US or Europe. But if you buy a game to gift from Argentina (like me), or, let's say Afghanistan (I remember one case in another webpage), you have a region locked gift :S

Ok, thanks! I sent him a friend request so I can message him, though I'm sure he can't send a key, since he's apparently from Brazil. I imagine they would all be locked, but i'll let him know as best as I can...I don't know Potuguese, but i'll try :D thanks again everyone!

I think I saw that giveaway it specified that it was for SA only, check if I'm correct about that and wait for his answer, so he can see if he can solve the problem, if he cant then give him the game and ask him to reroll.

And you can always send it to me if there's not a solution =D xD
