And if yes How to Rank up ???

If you're active and useful member you might one day be contacted and asked to join the staff team - which is every rank from bundler up, excluding developer.
To get developer badge you need to...well be a game developer and contact cg, the admin of the site. Developers can make featured giveaway from 50+ copies of a game.

Yes

Featured giveaways are created in the same manner as every other giveaway, and our site will automatically feature giveaways on our homepage if they contain 50 copies of a game or greater, and if they're ending within four days.

If the limitations on your account do not allow you to create a giveaway for 50 copies or greater, then please contact support. We'll upgrade your account to developer status, allowing you to create giveaways up to 100,000 copies.

Is this status sometimes granted for a limited time ?
CarlEric made a 6,000 copies giveaway recently but he has the member status.

it's also possible for cg to manually change a numer of copies in GA when requested by non-developer user. When I was making featured GA in SGv1 for 52 copies, I was asked by cg to make a private GA with 1 copy, give him link, and he changed it for featured 52 copies GA, even thou I didn't have 52 slots avaiable.

Developers can make 50 copies giveaway even if they are level 0. A regular user can't make more than a 3 copy giveaway right after they register.

yup, but a developer doesn't need to level up GA slots in order to make multiple-copies GAs. For example normal user in order to make 50-copies GA would have to give away 141 other games first, all marked as received and none deleted.
