The giveaway is publicly viewable for everyone to see plus you already created a forum thread about it. You don't need to promote it everywhere, including in completely unrelated threads.

edit: yes, originally they appeared to be using the giveaway here to promote/advertise their website and doing the giveaway there rather than here
