The games listed on My Games on Paradox are the games you either bought through their store, or have additional features in the account inside the game. They are not a direct sync with your Steam profile. It also doesn't matter, that page is not related tot his giveaway. Thhey will check your steam profile directly (hence why it need to be public) and will add the game directly on Steam.

Some Paradox games have earlier older versions of the game available to players. Because many of these versions pre-date the GDPR, they are no longer directly available as a selection on Steam, and players have to manually enable them. These codes are redeemed through the Beta functionality of Steam.
The codes aren't linked to your account, they're global. (which is why you'll see them for games you may not even own.) But since you need to enter them in Steam on the game's options, you can only use it for games you own.

Since there seems to be a lot of confusion:
The My Games page on the Paradox Website is not relevant to the giveaway. That page is NOT 1=1 synced with your Steam account.
It only lists games that you either bought through ParadoxPlaza, or have additional features via your Paradox Profile ingame. It doesn't matter if Cities Skylines is not listed there, this will not affect the giveaway.
Paradox will manually (meaning actual employees) check your Steam Profile Page to see if you own the game. This is why your profile needs to be set to Public. They will then add the game directly to your account on Steam. Not via the Paradox website.
You will not get a key, or a message on the Paradox website. The DLC will appear directly in your Steam account as a complementary purchase.
Because they check your profile manually, it may take up to 36 hours before keys appear in your library.
Oh, and you don't need a Paradox account to play Cities Skylines. You can log in to the account on the game's main menu if you want, this will give you a free park. But owning an account or logging in is not required to play. (Nor do you need a PDX account to use mods, which is also something I see asked a lot on other pages. Mods are from the Steam Workshop, they use your Steam account.)

Not true with paradox website and "games" tab as I bought 0 games directly from their website and see some games in my "games" section :).
Also have direct confirmation from paradox that this page is bugged (but it is not important for a GA).
To back up what i wrotte some information from paradox which i received:
1) "Hey there,
We are aware that not all games are showing after connecting your Paradox and Steam account and it's being worked on. Rest assured that you are not missing out on anything game play or forum access related despite them not showing.
If you need the passwords for older versions of Paradox games, don't worry, they will show up under the Games tab as normal, even if the games themselves don't appear in the list."
2) "Hi!
The "My Games" page is currently a bit wonky, but as long as the game shows up in your Steam it's fine! I can see that you own the game in our backend, so you're all good to go for the giveaway, just remember that it can take up to 36 hours before it shows up. :)"

That page has never shown all your Steam PDX games. It's not a direct sync of your Steam account.

I opened my account 3 hours after this post but still haven't received it, it's not consistent, I would guess there's some manual process involved.

Just received it, more than 48 hours after, by the looks of it they will continue granting the dlc after the deadline since it's quite likely there will still be people still waiting to receive the dlc when april 26 comes.
