Where can people get steam emoticons aside from market?

I usually buy emoticons and backgrounds from the market and I recently just looked at my market history. I'm surprised that almost always the same person is selling the emoticons in bulk and it's from different games. I can understand one emoticon but in bulk? Really? Where do these people get their emoticons?

But that's the thing. I'm the one buying in cheap. People are selling them bulk at cheap price. That's why it confused me on where they get the emoticons.

they get them from the crafting because they wanted to level up their steam level. they didn't care about the emotes, background, or coupons (most of them anyways) so the price reflects that.
