I checked it too and I somehow suspect it's pretty surely an error.

When I visit the shop site from Steamworld Heist II there are only a few offers. The cheapest one I see is the "Essentials" pack which would cost me 22,49€,

But in my wishlist the game was shown at 3€ and after adding it to my shopping cart directly from the wishlist, it stayed at this price. So with substracting my wallet I got the whole game for only 2,38€.
