Overture is much more massively given away - on a daily basis, in batches of 50, I think it's closing 20.000 copies given away by now. There are other such examples.

It's just plain curiosity if their are parameters that make that a free game is put on the not possible games to make giveaways or is it because a free game can be obtained by everyone?

It must be available to anyone. Like, you put your mail and you get a key, you don't need to get picked as a winner.
