I support any of those suggestions, the first one might face those issues... but it would be great, even if it isn't automated at sync you could use a hybrid of suggestion 1 tick box with the GA creator having suggestion 2 to check if the game has been activated and then manually confirm its activation!

1 will not work. No offense, but this site is almost 4 years old, this suggestions has been made countless times. The problem isn't on SG side, its on Steam side. Steam is a piece of shit that doesn't consistently and accurately provide user game info.
2 will not work for the same reason. You can download that info, but again, steam is a piece of crap. DLC doesn't record properly, nor do certain packs or bundles.
This is why I was so glad cg made it so we can manually add games to block. Its annoying to see games that I know that I own, but because steam doesnt report them correctly, SG thinks I dont own them.

I agree this needs to be combated in some way, of course without harming the rare cases of those who won a game and then bought/was gifted another copy of the game and decided to give it away.
For idea #1, its not a bad idea, though it seems DLC and game collection bundles aren't registered as owned, as I constantly see them and can enter if I wanted. So when that little hiccup is fixed, the first suggestion would be great!
Idea #2 is nice, but most giveaway creators are probably gunna be too lazy to do it, and only the dedicated will bother with it.

I thought 1. was actually how the current system worked, with the sync system detecting suspicious behaviour and notifying a moderator after enough time has passed.
That means the current system is actually entirely reliant on user reports from people stalking your profile?

Since every SG profiles are mandatory to be sync every once in a while, SG can actually check for user game activation upon winning a game.

I can think of the following problem for this implementation that I don't have a solution yet.
Problem: SG have a problem sync-ing for bundles like GOTY and DLCs.
Problem: Giveaway for game bundles that contain multiple games.
Yes, this is not perfect, but I reckon it will work 90% of the time since most giveaways are standalone base game that can be sync-ed.
Suggestion #2
Make this page public in SG profiles. http://www.steamgifts.com/account/steam/games
That way, giveaway creator can actually check whether the winner redeemed the won games even when their Steam profile is private. If privacy is a concern, instead of showing the full list, maybe just show a textbox that let people enter a game name or appID, then SG will filter out matching games (with limited results so stalker cannot just search for 'a' to find most of the games in user library).
The main purpose for this is to let giveaway owners to check for activation even when the winner have a private profile. Problem from suggestion #1 will still affect this, but at least if the winner won a GOTY edition and not marked as redeemed in suggestion #1, the giveaway owner can check based on the base game from the winner's sync-ed game library.
