Otherwise people just "receive" keys and endlessly give games they won - making everyone just level 10 in no time lol. Or just sell the keys for profit. No one wants either of those

1: You have to activate the game you win here on the same account you are logged (not your alt, not your cousin, not your family share..)
2: The game must be public, so no hiding in libraries nor privating it. If you dont want others to see you owning Sex Empire, dont join giveaway for Sex Empire.
3: You cannot giveaway same key, steam keys are one use only and some have region restrictions.
4: Contact support and ask them to delete the giveaway you made due errors on your part before anything. If the mods say no can do you probably either gift the game to winner as different key (if possible) or via steam. Or I guess "take suspension and save 5$" is option. But dont take my word on it, mods will help you and guide you what to do next, im sure

Unless you get the key for free like say a Fanatical wide giveaway or daily indie store giveaways but mostly for those they will be double starred and not earn you anything towards levelling up

Like the others state winning a giveaway has to be activated on your own account the one you signed up with - the rules clearly state this (not that you read them or bothered to ask)
This can lead to you get suspended for violation of TOS
Oh and making your account private so they can't track which games you do or don't have is also very bad around here
To be able to use a key as a giveaway you have to get it from somewhere outside of Steamgifts - like buying a bundle or a free key giveaway though Fanatical - you are not allowed to re-gift won giveaways - if you don't want to win games/dlc don't enter and stick to the wish list tab in future (sorry if I sound mad but we get a lot of people like you who don't read the rules and it upsets me)

Well how did you sign up you need at least $100 of un bundled/free games to sign up to this site (maybe that was from gift cards?)

Well in the past there were websites where you could complete tasks or log in daily to get keys, but i don't know them well actually (except maybe alienware - i'm not sure if these games are marked free or not ?)
Also in the past you could play games like cs:go and get drop to sell items on steam market and then gift a cheap games using that.
Don't know if it's still possible.
You can also maybe sell your steam cards that you drop from games to gift a cheap game using steam wallet.

No one will force you to make a giveaway, you don't need to level up, sure, many people here will take offense to that, but it isn't required, and there's plenty of level 0 giveaways you can still enter

No you can't it's clear in the rules and if someone finds out you didn't activate the won key or at least a copy of the same game on your account it gets you in to trouble on here and trust us from people who are vets of the site this might well have got you blacklisted by several people
which since you didn't /couldn't read the rules means you can't enter their giveaways until you are taken off which might be never - I have been put on blacklists and put people on my black list for years
Also I didn't say your account is private just some people who break the same rule as you hide their account so they think mods/members won't know if the activated a win or not - also in the past I'm sure you could be punished more than once for the same game not being activated in your account

For future, aside from issues mentioned on this thread.
The short version:
** on the name it means you get 0 points. Usual reasons is that; it was given free en masse, the devs jack the prices up to something ridic like 300$ or the game was part of "5 games for 1$" deal which people spammed for points.* you get less CV than the game is worth but you still get points.For more, check "Contributor Value and Levels" on FAQ
Also make sure you know region locks on some keys. If its from a bundle you can usually find them on Deals forum section and searching bundles name. Either via OP or comments.
