I suppose we can thank resellers for that. When bundled, games will decrease in value. Yeah, we all know that but sometimes, the value reaches a ridiculously low point. I don't have a particular title in mind, but I do remember seeing HB Monthly games going for under $1 on G2A and the likes.
I'd like to see new-to-bundle games again too, but I can understand that devs don't want their games sold for a few cents on the gray market, especially since they don't get anything from those sales.

I'd guess it has smth to do with 'market saturation'/'lost profits' in the process of game publishing today, some changes were made. Along with Steam's sales degradation, decline in all Steam's marketing efforts & MAD RISING PRICES lately - devs want more, customers pay less, margin falls etc
