is there a way i can legally get this game without getting it revoked or my account getting locked ?

If there aren't keys for the game:
If it's only not available in your storefront, trade with someone from a region where it is available.
If it's also "not-runnable" in your region, you would have to use VPN to activate and to play it for the first 90 days.
You could also use VPN to buy it yourself directly.

But using VPN is against the ToS of Steam. While breaking the ToS isn't illegal, Valve might sanction you for using it.

Check SteamDB for the specific game or provide us more information.

Now this makes it a bit tougher, because it's an online game. Going to split it up:

Activation:
According to SteamDB there is only a ROW app. This means that a CD key (only from retail boxes) or gift can be activated everywhere.
Beware though while trading: there is another version called Black Desert Online SA for South America.

Playing:
Steam related:
The aforementioned "not-runnable" is a rare case and not applying for this game. Since these are ROW keys/gifts, there aren't any restrictions.

Restrictions by publisher/developer due to license:
There are only two servers for BDO: Europe and North America. Not only that there isn't any server for your region, there are also IP blocks according to this official support site. There's also this thread where someone got an answer from the support team regarding using VPN to play while being in a supported country.

TL;DR: no restrictions by Steam, but regional variant for SA; but IP blocks by developer.

You could use a VPN if you're playing it with just a BDO account. This way you wouldn't risk anything at Steam. Though the support answer states that "we may be required to implement further mechanisms in the future that may prevent them from accessing the game even with a VPN.", I don't see such a further mechanism. They could only check for suspicious ip with high traffic and then also block them, but they can't fully control VPN.

Oh, I just also stumbled upon this reddit discussion. In there someone is describing that you only need VPN to bypass the login. Also there might already be a MENA (Middle East North Africa) server: https://community.blackdesertonline.com/index.php?threads/new-official-bdo-server-mena.105988.

Just google a bit more yourself or find someone from Egypt who could confirm how he's able to play.
